This can definitely be done with ORK (unless it's multiplayer). All you need is a 2d character controller,the 2d art and a good map editor. I recommend SpriteTile for the map editor.
For multiplayer, Makinom can do online stuffs, but i suppose it will be hell of an hard work to set up everything properly. ^^ I suggest you starting with basic single player then in case add multiplayer feature. :)
About the screenshot, i don't see anything particularly difficult to set up, but i am not the best ORK-GUI user here. ^^
Super doable as the others said, although mini-map and 2D Character controller will require custom scripting. I probably wouldn't bother messing with online multiplayer capabilities as the amount of hoops you'd have to jump through would be immense, as ORK was designed for single player games.
Other minor caveats are that ORK's AI and some functions are meant for 3D and will not work in 2D without some tweaks. Depending on how you want to handle AI and what type of 2D game you want to do, you may also need to delve into scripting those separately as well.
