Item reuse time

Not sure if this is a bug or not, that's why I didn't put it on the bug report thread :)
I created a potion with a reuse time of 2 sec. After I opened up my inventory and clicked use, the use button grayed out for more than 2 sec, but the button hasn't gone back to being clickable. So now no matter how long I wait, I can't use another potion again. What I thought and want it to do is just make me unable to reuse a potion again for 2 sec and be able to reuse it again after the time is up.
