Found your issues:

When you want to use the control maps in the field, you'll also need to set the abilities it calls to be usable in the field (or both batlte and field).

Since you're using turn based battles, you need to enable While Choosing in the control maps. The player can only input commands during the combatants turn, which effectively means that it's while he's choosing actions through a battle menu or other means.
