I'd like for abilities usable in both the field & turn-based combat to use a casting time based in seconds when used in the field, vs a certain number of turns in combat. Is this possible?

    No - while you can have a different casting time in field and battle via using a formula (checking for being in battle via a Check Status node), casting time is always time based and doesn't support turns (currently).
