Status Values

Just a general question on status value "maximums" (and may pertain to other areas as well).
Is this the maximum base level that can be set (e.g. through level system/developments, etc.), or is it the maximum that can be achieved even including any modifiers from items, spells, formulas, etc.? I'm just wondering if I need to leave enough "headroom" to cover items that would try to increase it beyond what just "levelling up" might do.
