enemy not using his ability !!

Hi

enemy just attack , how can i make it using his ability in random turn ?

    That's handled by the Battle AI the enemy uses.
    Also, the enemy must know the ability (e.g. by learning it through it's ability learn settings) and be able to use it (e.g. use costs).
