Slow Movement from 2.28.1 update (move speed taking in account analog input)

Ok since I updated from 2.27.1 to 2.28.1, there's a discrepancy in movement from keyboard to controller(xbox analog stick). The controller moves much slower than the keyboard movement, when before they were the same. Is there any way I can make sure they are equal again?

changed the axis factor - all seems to be well
