Beside using a turn start schematic to do this at the start of the turn, the UI box used by your battle menu can use schematics when opening or closing. The tutorials use them for UI animations (e.g. moving/fading the UI box), but they're schematics and can do whatever you want, e.g. spawning a prefab on the player.
There's also the User Highlight settings of the battle menu, which can spawn prefabs or use schematics on the battle menu's user.

Yes. A new turn (and the turn start schematic) startsfor a combatant whenever the battle menu is opened or a new action is added (e.g. from control maps or shortcut HUDs).
