There's currently no separate 2D Action RPG tutorial, but the things you learn in the 3D Action RPG tutorial series are valid also for 2D games.
Generally, ORK is independent of 2D or 3D and 99% of the setup you'll do in ORK is the same for both. You need to change the project to use 2D setup and keep an eye on schematics using movement/rotation nodes, where you might need to enable a 2D option here or there. Otherwise, you'll use 2D versions of components (colliders, rigidbodies), and that's about it :)
