I want to make an item that on used will call a game event. The game event allows the user to increase one ability score by +1. How would I go about doing this? I have the game event completed, just don't know how to call the event.
I am attempting to allow the player to customize their ability scores at the start of the game by giving them a set number of these +1 items to establish their scores. Is there a better way to do this?
If you want to have an item do an event, have it trigger an ability or spawn a prefab that contains an auto-start event.

So I created an interactable object that starts an event. The event then follows a series of dialogues that allow you to increase you stats for a given number of times. Is this what you meant by setting up a menu to modify the ability scores?

But really it depends on how you want to design stat allocation.

Alternatively, you could use Status Value Upgrades (can be set up in Status > Status Developments with item learn costs. This could be presented to the player using a Status Value Upgrade menu screen.
