I want to set the following Icon reference in CustomContents and display it in the HUD, but it comes up empty.
Can't I use Icon in CustomContents?

Did a quick test and works fine for me.
Is a regular text in the custom content displayed correctly?

Make sure displaying the custom content uses the correct Content Key in it's text code.

The text is displayed.
The key should be correct because it is an automatic insertion since I selected equipment from the Editor's text area button and ADDed it.

How did you create the HUD prefab?
Is it correct to check [use icon] in the content provider inspector?

Can you show us a screenshot of the HUD hierarchy and inspector where it is displayed well?
Also, can you show us a screenshot of the inspector and how the icons are displayed in the inspector of TextMeshPro?

Ah, don't forget that icons will only be displayed in text if they're set up as sprite assets for TMP. E.g. see the TextMesh Pro Setup tutorial.
