If you have a list of variables in a Variable Change Template and want to edit them one at a time using the tabs at the top or the listing to the right you run into a problem when you attempt to write anything in the variable. The menu immediately jumps back to and you lose focus of the variable you were editing. Is this intended behavior?

Not really, but that's a result of using the extended information in foldout titles - due to changing the variable also changing the foldout title in that case.
You can turn that feature off in Editor > Editor Settings, disable Extended Information in the Editor Settings > Foldout Settings.
